This has happened a few times over the last week or 2 and when I beat them they leave the 0hp invisible Pokémon out and I have to restart or flee so I get no rewards, have to restart the game, and my Pokémon need revives/potions.

This hasn’t happened to me but pokemon go has a lot of bugs and they haven’t fixed them at all. You can try to talk to nantic about it but I’ll doubt it will help
This has happened to me twice in just a couple days… When I reported it to Niantic, all they said was the rocket radar isn’t consumed until you defeat the team leader so they didn’t reimburse anything (potions/revives, etc) and also didn’t sound like they considered it a major issue.
Never seen that with team rocket but had it happen in go battles.
When it’s cloudy, you don’t cast a *shadow*. I’ll see myself out.
