I got 2 swablus one with PvP IVs and a 98% one. Should I evolve the 98% in prep for Mega Aletria or should I evolve the PvP IVs one as a alteria would go amazingly in my great League team.

The second one, definitely
Much better for pvp and both can evolve and you’d never use Altaria for the damage in raids. It’s just a mega you’d build and work on for the bonuses it brings, not something in the party.
It’s a win-win
If you plan on doing mega altaria raids I would wait just in case you get a better one
