it would stay perfect iv, but will be weaker when purified. shadow pokemon get a 20% atk boost i believe.

Shadow have a 20% attack boost 20% lower defense. So, shadows are always better for raids. For PvP it depends on species. Also, shadows can not mega evolve.

i would keep it shadow because it’s much more rare that way.
steelix (and mega steelix) are ultimately both next to useless

Don’t purify. 100% shadows are rare. Both shadow and purified/normal onix are quite useless anyway. Just keep fighting onix grunts (they’re super common) until you get a 13/13/13 or up to purify
