Because they might have wanted to connect it to Houndoom as it’s dark type? I’m not quite sure
The better question is why haven’t you caught one yet?
Because Niantic messed up. They put Litwick in the dark collection and Zigzagoon in the fire collection.

Dang didn’t realize there was a collection challenge hidden under the Go Battle Timed Research. I’ve caught and released so many Litten, but now I need to evolve one.
I think they made it impossible on purpose. I didn’t get the 3rd delkitty evolution one done and I chose the darkside
Surprised they didn’t let you pay to get the second timed research
ZigZag was still available even though it should be with the dark collection.
We’re you able to complete the task. I walked for 1 hour with incense but the last 3 didn’t appear for me.
