Stats are always random on wild catches. Only raids, research, egg and breakthrough Pokemon have guaranteed high stats. But for wild ones it can go as low as zero or as high as fifteen.
It’s part of what makes Pokemon, well, Pokemon.
The randomness is there to add variety and individuality to each Pokemon, and to make people catch more and more if they want a chance to get a better one.
