Because the special research that grants him needs the Pokémon Go Plus+, and the event ends before any Europeans will have their devices since they’re released on the 21st here.
I’m guessing it’s not going to matter and we’ll still get the special research when we connect the devices but this seems to imply we won’t.

It’s not time sensitive. Details are on the go++ website.
The event is there to celebrate the release of the Go++ but the actual nightcap Snorlax is tied to the device itself, not the event.
You will get the special research once you connect your device the special research doesn’t come with the event but with the device itself
