If mega, then shiny first, after that walk to get mega energy for the othsr one so you’ll get 2 of them become mega eventually.
As for who to power up, blastoise is not too great for pvp and it’s max cp at lvl 40 doesn’t pass 2500 so it’s not too strong but the first one is better since higher iv.
