It’s one of the best PvP Pokemon in Master League. Pretty strong and can win battles that the regular Ho-oh cannot, but it need to go to max level and be double moved, so it’s very expensive to use.
For raids is not weak, but not the best either. Apex Ho-oh is much better, and shadow Moltres, Reshiram and Mega Charizard are miles stronger. As a flying type is also outclassed by over 10 other Pokemon, so can be used, but won’t give as good results as many other Pokemon.

Might be useful if you purify it
