Reset for Sp Def buffs with Lucky Entry 2 and prevent Electrode from attacking with flinches. Then hope you get enough flinches to tank the rest of the stage (the most favorable ones are the sure crit Discharges as flinching them would give the sure crit to a weaker attack). If you’re lucky you can get Raikou to Bar 3 without any speed buffs. Try to get lucky with paralysis too.
