Is there a reason this achievement hasn’t been marked completed when I’ve already evolved a magikarp. I did it before the challenge started so I wonder if that’s why, but it’s happened before where I go into a next challenge and it’s auto completed because I’ve already completed the task.

Yes you have to evolve it during active challenge. Only things that automatically unlock are non repeatable tasks
You gotta evolve a magikarp during the research otherwise it won’t progress it, same sort of instance applies to future research’s (eg catch a certain type or evolve a certain Pokémon)
You must do it after the challenge shows up.
It won’t count for any you’ve done in the past
You have to evolve another one as part of the challenge. You wouldn’t expect all walking challenges to be instantly complete because you’ve walked 2 km a month ago
Same reason why when you get a task catch “Pokemon”, it doesn’t auto complete if you’ve caught the Pokemon is question prior to getting the task
Same happened to me, it only counts After the stupid research drops not before. Had to do it allllllll over again
