I took a big brake when these guys were in raids and I still have this to do. I was just wondering if it was possible to get a Tornadus in a trade if I found someone who was willing to trade theirs. If not, the only way to get him is if he comes back to raids, isn’t it?

Yes, the two options are to trade (first need to increase the friendship level with that person for a month, because otherwise it’s a million stardust for each player) or to wait until next year for it to come back to raids.
And unfortunately trading won’t help much, because after Tornadus you also need Thundurus to complete that research.
