i had the same for while, and a research task. Just google which pokemon Ditto are hiding as currently and only go for those and eventually you’ll get lucky.

Also losing my mind here, it’s so frustrating. 
6k mons caught. Around ~250 Ditto candidates caught (80~ Snubbull, ~70 Tympole, etc.; excluding the supposedly bugged Starly). Still nothing. This also locks us from the other Special Researches, so it feels like playing Scarlet/Violet but the first gym challenge says “catch a Rare Marked Authentic Sinistea” or something equally silly.
To add salt to the injury I was 1-2 week late in discovering the Professor Willow Special Research Promo. (which has been around for 2 years!)
