Prize Pokémon of the day: should I evolve it at the next full moon and use an Elite TM or wait for an event that will give it High Horsepower?

I haven’t yet played a full year, so I don’t know how often “evolve to get limited attacks” events happen like last month’s.
It’s extremely likely that High Horsepower will be available when evolving to Ursaluna during December’s Community Day, so if you don’t mind waiting a bit, it would save you an Elite TM.
