There's one massive problem for beli and thats that wooper cd is right before it.
I hope niantic adds chilling water to the game next season. Chilling water is basically exactly like trailblaze in the sense that it was handed out to a bunch of pokemon that needed water coverage, meaning that we could see it on a bunch of different non-water pokemon (kinda like trailblaze)
