    Edit: As the video says, 10am your local time on October 26th is when the encounter is supposed to change over. Some parts of the world seem to be experiencing issues, still getting Regirock instead; it might be Ballon-encounter only for the first 24 hours of the event and Niantic just decided to like..not say anything about that… Here's their Blog Live post that confirms the times and dates and all, so it's up to Niantic at this point – https://pokemongolive.com/en/post/halloween-team-go-rocket-takeover-2023/
