I need some good ice pokemon and got rid of frustration, but cannot get a three star shadow swinub. I know shadow mamoswine is the top ice attacker but should I hold out for better IV’s? My intention is for raiding garchomp and others.

The difference between that 2 star and “a 3 star” is so minuscule that you’d probably never be able to tell a difference in performance.
If you care about it being a 3 star for the status, then maybe hold off until you get one. Otherwise, send it.
