I was originally planning to pair Penny up with Valerie for the double Sylveon shenanigans, but I figured I could go even lower in the Fairy F2P totem pole, and that led to this video.
Penny’s a pretty good support even at 1/5. She already gets all of Sp Def debuffs, Fairy rebuff, and two Snatches on her base kit, not to mention regen and good buffs from her TM. That said, she doesn’t have the luxury of Sync Burst at 1/5 to make her buffs complete, so whoever she teams up with will have to complete their crit and Sp Atk buffs on their own.
Enter Strike Clefable, who does just that and definitely appreciates the added damage and bulk from Penny. While Penny gives the team regen, Clefable also has Draining Kiss to keep its HP topped up later in the fight. Clefable also has +4 Speed to help with the gauge, which was definitely the biggest issue in all of these clears.
Since Penny’s 1/5, she just takes all the available tiles from her grid. Both of them have Vigilance as the lucky skill for all of these clears.
Here’s how each battle went:
Latias – Penny is a pretty solid counter to Latias’s shenanigans as not only does she use her own buffs against her, Penny’s moves also never miss. She just needs some good luck in not getting too many Defense debuffs in Bar 1 so that Earthquake won’t hurt too much in Bar 3 and so that she’ll have enough HP to save her second B Move for the Bar 3 buffs. Clefable KOes Flygon first so that the team doesn’t have to deal with its Earthquake.
Tapu Bulu – The hardest clear here. The first sync cycle pretty much sets up Clefable to deal as much damage as possible with the first Moonblast so that I spend as little time as possible in Bar 1 first half, which mostly has physical moves. There was an attempt where I tried farming syncs in Bar 2, but it led to Penny’s HP being too low to tank all the moves in Bar 3. Clefable synced in Bar 3 before Bulu’s sync so that the +3 Atk would take it to Power Reserves range afterward.
Raikou – The later you get paralyzed, the easier this will be – which is pretty much applicable to a majority of Raikou clears lol. Same as above, I set up Clefable’s Moonblast in the first sync cycle so that it does as much damage as possible to Electrode. Penny uses her first B Move as soon as Ampharos uses its second move for the +5 Speed – a previous attempt was also how I found out that Penny doesn’t get the buffs if her B Move KOes the target.
Latios – Definitely the easiest here. KO Salamence first to remove the physical moves. Previous attempts had me using Penny’s B Move as soon as I KOed Dragonite to remove the Sp Atk buffs, but I figured that the team can still tank it so I went with the tried and tested Draco Meteor debuff farming at Bar 1 second half haha. Gauge was pretty miserable here but thankfully Latios’s damage is weak enough for that to not matter.

Penny kinda reminds me of a more supporty SS Wally when I think about it.
Disarming Voice, a possible Latias Solo at 3/5 that is pretty annoying, not great DPS but much better burst damage, Sp. Atk and Sp. Def debuffing, 1 Fairy Rebuff, a limited use b move that debuffs stats by a ton, even SMUN on Trainer moves. Main difference is Wally's stuff is locked to grid and Penny doesn't have Fairy Zone.
I find it very amusing that her partner every time is egg Clefable.
