The regions are all kinds of messed up for the stickers.
I mean the Goomy one is obvious, but in Kanto there are also Togetic stickers (a Johto Pokemon).
Galarian Slowpoke (on its own) shows up in Kanto, but Galarian Zigzagoon/Darmanitan are in Galar instead of their original forme region.
Johto has Detective Costume Pikachu and Slowpoke. Hoenn has Bellossom, Sinnoh has Sawsbuck, Unova has Cherrim and Combee, Kalos also has Sawsbuck+Deerling. Alola has Alolan Vulpix/Ninetales, Meowth and Geodude/Graveler/Golem, while again other regional formes are listed in the region their original forme is from.
So there is all kinds of inconsistencies, so it seems like they just choose whatever they want.
