The fossil pokemon can be encountered in field research fairly often. I usually get them from that or from wild spawns. With the new season starting soon, look at the listed wild spawns and egg pools to see which is your best bet
For zapdos, it is coming to shadow raids next month

Pokemon #139 Omastar and #141 Kabutops you get from evolving Omanyte and Kabuto repsectively. You can get these two from the “Make 3 Great Throws” task, but you could also get three other Pokemon, so might be hard to get.
Pokemon #145 Zapdos you can get from your Daily Incense, but the chance of encountering it is quite low and the chance of catching it (without a Master Ball) is low too. Otherwise you could try to get into those raids going on in a specific part of Japan, not sure how hard it is to find those.
Or you could wait a week, when Shadow Zapdos returns to raids. You do need to work together with some other players to take it down, since you can remote raid that.
Or of course you could trade for any of these, but that’s a boring answer!
