Kadokawa is a publishing company known mostly for novels (they own 90+% of the light novel market in Japan) and anime. So, at a galance, it seems like it could be about future novel/anime adaptation.
But looking deeper, the article is actually about how content creators under their label can also use Nintendo/Capcom IPs. Kadokawa owns Niconico, which is basically Japanese Twitch/Youtube. So I think what this really is about is that content creators can use Nintendo and Capcom games more freely for their content if they are doing it through Niconico or other Kadokawa-owned platforms. They both had general guideline but only at the level of individuals, not at the level of company.
So it’s about Japanese content creators in using Nintendo and Capcom. It really doesn’t mean anything in terms of us Westerners here.

Probably so Nintendo and Capcom properties can make cameo appearances in their light novels and manga, similar to how manga like Hi Score Girl!! is prominently about fighting games and features Street Fighter and Darkstalkers characters appearing as the main character’s consciences to talk about both their love lives and fighting game stuff.
