I know that there’s a special device to get him to appear but it’s almost impossible to get it as a reward.
It’s nice to fight the admins but not gonna lie, it gets a bit old having to beat 6 grunts to then battle an admin but never the boss. Specially because even the admins give pretty lame rewards.

I kind of thought it was because the games team leaders actually joined up with the team rocket to save the world a couple of times so they have a slight amount of respect for the player now. 🤷♂️
