Serious question: hasn’t the point of these tours always been to release/debut every Pokemon and every shiny in the region?

I’ve been looking forward to FINALLY completing my Sinnoh Pokedex with the release of Arceus, Manaphy, and Phione. Alas, none of them have been released (not to mention only ONE Spiritomb encounter).. Yet they release more and more Pokemon and shinies from the Hisui region. Should they have just called it the Hisui Tour?
