Okay I know the manga isn't canon but in the manga he is only champion because Wallace is a simp. He defeated Steven in the finals of the Pokémon League (that would make Steven the last member of the Elite 4) but Wallace really liked Winona, so he wanted to be closer to her but he couldn't be both a gym leader and a champion. So he just gave up the title. And here's the thing in the manga Norman is said to be the strongest gym leader but Wallace is also a gym leader so that would mean Norman is the strongest trainer in Hoenn, Wallace is second and Steven is third
In the delta episode of oras, he states that hes leaving the title to wallace in order to persue more options snd explire regions, which he cant do as champion! And Stone comes from his and his fathers love of stones.
