In this region Slowpoke (Water Type) are more aggressive then they are stupid. In addition they seek out Shellder on purpose in order to get stronger.
Slowdrake (Water/Dragon Type) is a new evolution that is only possible due to the levels of aggression shown by the Slowpoke of this region caused by high levels of adrenaline. The poison from the Shellder mix with the constant flow of adrenaline resulting in Slowdrake.
Slowdrake and the Shellder around its body have a symbiotic relationship as Slowdrake will feed them in order to keep it's armor healthy.
I made this awhile ago but I didn't post it because I was still dissatisfied, this is the version that I improved and now I'm posting it.
