The idea with this guy is that Mewtwo blood was found after a violent battle and cloned. The DNA was already stitched together with hopes and prayers so the inevitable results would be a Monster that is hardly able to exist.
It uses its immense psychic powers to hold itself up and to perform bodily functions such as breathing and blinking. It is in constant pain so it lashes out at those around it.
I had an idea that the player character would encounter a cocoon that the larva form of Mewthree would take shelter in. Your stumbling upon it would trigger it to hatch and start the battle.
