Which Pokémon has the best art in the WOTC era? And overall?

I’ve always thought Raichu has some absolutely hittaz from the wotc era (Base Set, Rocket, Gym Challenge, Neo Destiny). I’d probably give the #1 spot to Pikachu’s big bro but also always loved Alakazam & Gyarados’ first few cards as well
