As the title says I remember clearly finding an electabuzz in the electric plant on pokèmon blue. I couldn't catch it (I think I had my box full OR no pokèball) and when I used my pokèdex to find the zones in which it lived it wrote that the pokèmon is nowhere to be found (zone inconnue in French)
I watch this video from the backlogs: https://www.youtube.com/watch?v=WNb24O-5CZA and he doesn't use the method of not being able to catch a pokèmon to make it appear. So I decided to come clean and to see if I have a false memory or if this is somehow possible.
Maybe it happened to you too, maybe it happened to nobody. I think the code is now known enough for someone to know if what I say is possible.
