Is this Booster Box an error or are the hit rates for Journey Together that broken?

I’ve only ever opened 4-5 booster boxes in my whole time collecting Pokemon cards and I’ve never gotten more than 13 hits in a box, let alone an SIR and a Gold card from the same box. Also, I thought booster boxes only guaranteed 11-14 hits with 3 of them being Illustration rares(I’ve never seen people get more than 3). Is this an error or just got hit rates?
