Is this a normal amount of stock for a gamestop to get on a drop?

I went in to my local gamestop to see if they had and packs and the guy at the counter was nice and told me they have none right now but are doing a drop on Saturday for prismatic evolutions and that there is a list on the door with all the amounts of wich item they will be getting, ive never participated in a "drop" so I have no idea what's normal but this just seemed like such a small amount, I live in a fairly good sized town and he said that people usually start lining up at this gamestop the night before for prismatic. But there only 28 pieces of merchandise being put on the shelves that day, so a maximum of 28 people will purchase pokemon from this gamestop untill they get new stock, and we all know that almost everyone's gonna buy their limit so it's gonna be more like 14 people. How is that enough to do a "drop" why don't they just put this product out silently over the week why do they make a big announcement over 28 items? Am I missing something
