I believe Salandit shiny was on purpose. During the same event you have Combee and Litleo with low odds of a specific gender and they made them boosted.
I was at lv 60 ish before I flew back from nz and lost the pass. . I’ll never know

I did the spotlight hour for the sandcastle pokemon. I did 682 checks LITERALLY no shiny. So SAD! I used non-shiny blocker too so I did it super fast but seriously!? NO SHINY???
