Help with POP series cards

I’m a bit confused with the POP series and how certain cards were available. I’ve noticed some cards were available in blister packs and other products. Does this mean some variants of pop cards were sold at retail? I though the whole point of these were for awarding playing at tournaments etc like the Best of Game series cards.
