Are the BBWF Pokéballs supposed to be printed over the art or do I have a misprint?

Aware it's not gonna be worth anything, but just a rather curious error if so – I'm sure the japanese pokéballs with the same pattern I'd pulled in previous sets didn't have the pattern over the artwork.
