This started as just being Machoke sitting on a girder for renovations of Saffron cities largest building. It was to be overlooking the entire city, but I also wanted the city to look just as it did in the original Red/Blue. The thing is, the city was a lot smaller than I remember, and without that building there wasn't even really a highrise to look over. So now it's Saffron city and like a 6th of the map to make the city space look larger, but who knows what is being renovated now.
Pidgey is there to gently encourage sharing as well as a couple of other pokemon for the eagle eyes amongst you.
