Is excadrill still relevant or has he already been outclassed?

Very excited to pull this guy today, i know he was quite good for max battles, but its hard to keep up with the meta. I dont have anywhere near enough candy to max, but you think he's worth investing in? Or just level 40 and leave? I do badly need ground type attackers. 🤔
