Would a cat-based water starter work?

So, I once made a post about how some starters kind of reused concepts, like Totodile and Fuecoco, Litten and Spirigatito, Squirtle and Tutwig, etc. I made a joke about the next water starter being a cat, and a lot of people wanted us to have the "triad of dark cat starters", but a lot of people also countered by saying that all water starters are based on semi-aquatic animals, and therefore a cat wouldn't fit. Is there a way to fit it in, or is it impossible?
