Well during the week I got all of my 20 Floettes up to 7 or more hearts, hoping to be ready to evolve at the start of the event only to be devastated that the heart counter got Reset and it is now giving me errors when I click evolve once Community Day started.
Is anyone else having this issue right now?

I got six of them to 20 and they all were zeroed out.

Niantic’s Official Response to this! They did reset everyone to zero on purpose without notice beforehand.

Known issue since several hours. Or well, “issue”, since Niantic says it’s working as intended.
Not only that, you have to earn the seven hearts in a row, if you get 6, switch buddy and try to get the seventh, IT DOES NOT WORK, will reset to zero hearts again
