Today (September, 16), I caught a few costume Pikas in the wild. I'm not sure is this event related activity or just a random spawn. I got 3 so far, 1 ran away. Spawn rate seems to be very low, though. Maybe this information is useful. Thank you.

I caught one yesterday too, not sure if they’re spawning because of the route event
There was an event for that and I think they haven’t turned it off. There’s a purple shirt Pikachu in Singapore and blue shirt Pikachu in Okinawa too
They are regular spawn in Taiwan. It is the same in Singapore, Okinawa, Indonesia (with different shirt colors)
As a part of the pokemon air adventures events, 2 costume pika are always released in specific regions.
One is a balloon Pikachu with unique colors to that region that is only available for a limited time.
The other is a shirt Pikachu that stays available afterwards. They are rare spawns, but over 5 days in Taipei, I caught ~7-8
There have been similar events in Taipei, Singapour, Indonesia, Jeju Island, Okinawa… And maybe others but off the top of my head that’s it
