If a hundo Polywag or Mankey for Fighting type? Plus is this Shadow Bulba worth leveling for raids?

Hi guys, I'm wondering which one of these is worth leveling to replace my 1* Lucario and 3* Sawk. I know Mankey/Annihilape rank higher, but is it worth leveling Polywag/Polywrath simply because it's a 4*?

Also I've just got this Shadow Bulbasaur and I wonder if this is worth leveling bringing into raids.
