For those of you, like me, who enjoy having one (if not several) of the Eeveelutions on your team and have probably kept your eyes peeled for one since starting the game, I wanted to share where I found one – it's on the rooftop at the pinned location & where my cursor is. (Disregard the red reticule; I couldn't find a convenient way to get that off-screen.)
As a bonus – there are three Luxury balls right in that area as well, which means you can be well on your way to an Umbreon or Espeon!

I stumbled upon it.
And failed to catch it.
Then I forgot about it
I found an Eevee swimming in a moat.
FWIW, you don’t need to use a Luxury Ball to speed your way to a friendship-based evolution.
Spoiler: >! You can have a drink at one of the cafes four times with the Eevee at the front of your party, and it’ll maximise friendship. !<
If you miss catching it, how do you get it to respawn the quickest?
There are two more places for early Eevees
1) first from Bleu Pokemon Center go around the block and up the scaffolding. If you are lucky it’s immediately after you go up the scaffolding waiting for you.
2) The other one is south of Vernal Pokemon Center and north of Wild Zone 1. Check the attached maps.

Are there versions of alpha eevees on these locations?
I’ve found multiple evees but I just cant catch them.. ive tried every ball but I never get it :‘)
