So for the last 1,5 week ive had the same 2 Pokémon spawning on the same location. A Numek and Execute, this proves some spawns are somehow programmed some sort of rotation? Is there any other info on this?

Could be a nest
If they change into two other spawns after after Thursday it is two nests next to each other. I would say that is the likely reason, since both those species currently do nest.
Have the same with a Clefairy. Spawns at the place a few times a day.
I top have a numel spawn that is always at my closest pokéstop. It’s only ever one, but I don’t think I’ve passed that stop recently and not seen it.
Had a lapras spawn at the same spot at the same time all summer. Catched one in the morning and one in the evening for like 3 month. No matter if there was an event or not. I noticed because its a rare spawn but probably there are far more spots like this. I moved so dont know if it still spawns there.
