
The seller is in Japan. How does this work (US Buyer), the PSA slab is $200 but they are charging $70 for import duties and “is paid by seller”, is this true? Or am I being scammed and I will end up paying some % of the $270 and essentially double pay the tariff?

It looks like a scam. As far as I know, tariffs are paid by the person or company receiving the product, so they have no effect on the seller. Although it is possible that shipping costs have increased due to shenanigans, as I heard that some countries mail systems no longer ship to the US.
It’s pretty common for the seller to cover the import tariffs so the buyer is not surprised and causes an issue with the delivery.
As far as Ive experienced, I once bought something that said it would have a tariff charge once it arrived through USPS, never got charged after it was delivered. I ordered something else that said the tariff was already included in the price and once again didn’t have to pay when it arrived. I was worried I might have to just cuz of how stupid the system is but it worked.
You should message the seller to verify but my assumption is that the seller is going to ship DDP (delivery duty paid) which is an option where the shipper pays the tariffs when they ship the package (so they pay for the shipping costs and the duty). In this case they are charging $70 more to cover that cost.
I bought just under $1200 of cards from a Japanese seller a couple of months ago this ago and received a bill from FedEx for $194. $70 seems high for only $200 value.
Last time I bought something from Japan I had to pay DHL an extra $30. Not the seller.
