You should try to get a better one, as we’re in a Gyarados mega event until December 13th. However, if you cannot participate in this event or could not find a better Pokémon, evolve this one and enjoy your mega. Iv’s for non pvp causes matter way less than you think, for instance, the mega of the Gyarados you already have will be only 2,3% worse then a 100%iv!!
