The Moisture Pokemon
This living cloud of gases lives in the atmosphere feeding on the water vapors around it. When exceeding its limit of water intake it will store the excess water in a thin film sack beneath it for later feeding or in dangerous situations use the sack as a decoy and attack predators using the water protecting its main gas body by tricking threats into thinking the sack is the head/body.
