I can sorta understand because in BW specifically you would find some of these super high level evolution mons very late in the game and by then they were already close to evolving since the trainer and wild Pokémon levels in Gen 5 were actually pretty high. That said, they should have brought down these evolution levels a long time ago, you pretty much can never use them in an in-game playthrough unless you're willing to have an unevolved Pokémon until gym 8.
The devs should’ve spaced out the mid and late-game gyms more so that the story could’ve gone up through ~65 instead of the league being 48-54. The level of the lowest mons of a gym leader shouldn’t be only two levels higher than the previous leader’s ace for most of the gyms. At least they did this in BW2 and the league is 56-59.
Just another of the few many reasons i think this is the best gen, you don't have a full devoloped team at level 34 and don't start running out of real challenges at mid game
