Yes you can have candy for Pokémon you don’t have to, you just can’t see how much until you have one.

I’ve collected candy for Pokémon that I haven’t caught by feeding them berries in gyms, so yes it’s possible.
Im pretty sure 1 day they will make it to where you can just buy a background for a pokemon you currently have
