Silly but obvious question would you just primal 'the best one'?
In an ideal word I was really trying to get a shinny kyogre and shinny groudon but no luck.
Kyogre – 107 candy 84 xl 460 primal
Groudon – 64 candy 45xl 740 primal
Also have 417 rare candys and 47 rare xl
Also do people just transfer the ones that are not useful?

Get a lucky one. Primal that one.
Highest IV and if possible with Origin Pulse/Precipe Blade.
I’d get a shadow of each to 40 if you have them, then the 15/12/15 and 15/13/15 ones for primal

Trade what can be traded, and then transfer, but transfer what is excess to trading. I have enough of regular rares that I don’t really care about double transfer candy days anymore. I would consider both good remote trade fodder when people don’t have anything truly fancy.
You seem to have powered up the two with best IVs
The first one would be best. It has 15 in attack so it’s always useful, and they already have a hig cp, so it’s less candy if you want to power them up.
If you want to have a 2nd primal one, you can always walk them for 100 primal energy every 20 km (or 10km with a poffin).
96 and 93, the ones with 15 attack, if you really want to, personally I would primal a lucky shiny regardless of iv

I would wait until Kyogre and Groudon have left the raid rotation.
It’s your preference. Truth is there is not much difference performance wise between a 15 15 15 and a 10 10 10 legendary since their stats are so high already.
Personally I prefer to level up 98% or 100% because I like collection high CP Pokemon (that big number gives me happy feelings). Getting a 98 or 100 take a lot of luck or raid grinding, in the cases that I don’t get one, I choose to level up the highest IV I got and have it as a “Functional” pokemon, and use it until sometime in the future I find that ideal 98%/100%.
Btw, we have Groundon next week so I would say wait until that to choose a Groundon. Also, Primal energy is walkable so if you Primal now you can always just walk some energy if you get a Kyogre/Groundon that you like better.
For raids, ivs doens’t matter much and hence you can try lucky trade and power up the lucky ones. Otherwise, power up the one with 15 attack.
Get a lucky one if possible and use that. Otherwise, use any of them, it doesn’t matter. Probably the one at the highest CP
I would prioritize those with the special moves, unless you have tons of elite TMs.

None. Shadow raid is coming back during go fest. Just farm for a purified hundo.
I’ve been using a 11/15/11 primal since 2024 (it’s unfortunately the best IV I’ve gotten, my luck is terrible with Kyogre for some reason) and it still works fine in raids. I’d just choose your 1st 96% one
Me personally a background one since you don’t have shiny and the IVs don’t matter for PvE.
15/13/15 and 15/12/15 (assuming first 15 is attack)
