
Misty has gone through many different versions throughout the years.
Misty first appeared in Pokémon Red and Blue where she wore a blue bikini to associate her with water, and also had orange hair because it compliments blue on the colour wheel. Also in Red, Blue and Yellow she was 14, which is old enough to be wearing bikinis IMO.
When she appeared in the Anime, Nintendo gave her her iconic yellow crop top and denim shorts. However one thing İ do not like is that she is only 10, so 4 years younger than in Pokémon Red and Blue. She feels too young to be wearing something like that. Also feels a bit pervy for someone who travels a lot. This is why İ like her design in Ruby and Sapphire more. Not only does it look more interesting, but its also more age-appropriate.
In HeartGold / SoulSilver she kinda looks like her own mom. TBF, many anime-style characters have unique hairstyles, such as Misty's one-sided pony tail; which is the main thing that makes them unique. And so when you take that away, all you are left with is a ginger woman. I also find it funny that adult misty is the one with the least revealing and most modest charachter design. Hell, you could make the argument that Anime Misty is more revealing than Gen One Misty. I guess the one of the animators literally said:
"We are trying to make eye candy for young men."
Finally, Let's go Pikachu/Eevee Misty is fine. She has a crop top with some denim shorts, so looks like she is next to the water but is about to dive in at any time. Dont know her age in LGP/E but its probably also 14 like the OG games. For that age its fine.
