If you have enough candy and stardust to evolve, power up and teach a second charged move and want to use Altaria right away, yes do it now. If not, wait.
I’d choose the one with the higher rating out of these two (97.7%). If you do fully build it and get a better one later don’t bother spending again to build a new one, the difference is so small at that point you’ll never notice.
