Is it normal for a PSA slab to have the card moving inside?

Hey everyone, I just received this PSA card from eBay and noticed the card shifts inside the slab when tilted.

I opened it normally, so I don’t think it was caused during unboxing. I’m mainly wondering—is this a known PSA issue, or is this considered a defect?

For those who’ve had this happen, does it pose any real risk to the card (edges/surface), or is it mostly cosmetic?
