What’s this card?

I’m not a huge Pokémon fan but have some card collections. I recently found this card a year or two ago and don’t remember getting it. I’ve been told it’s rare and worth a lot but don’t know. There’s a small scratch on the front and a few smaller ones on the back, since Information online is limited I wasn’t sure if it was worth anything. It also doesn’t have the regular backside, so I’m wondering if it could be fake?

Any thoughts or information on this is greatly appreciated.
